You should definitely have a system disk at your disposal for times like this. Corruption occurs for no good reason at times. I wouldn't go as far as erasing your hard drive, but you can 'Restore' it without losing everything else you have 'gathered' since you purchased your Mac.
Except items stored inside the system suitcase: sounds and keyboard layouts. Since both Tech Tools and Norton found the problem to be in the System file (suitcase), there's no need to restore all System Software. Just drag a fresh copy of the System file to the System Folder. Now, is there an OS 9.1.2? I don't think so.
