Yes, it would be nice if the install disks always traveled with the machine on its journeys from hand to hand, but we all know they don't. There's a small semi-domestic animal that lives in basements and eats disks and manuals, I'm convinced of it. Regardless, I always understood despite of the presence or absence of disks, the owner of the computer was legally allowed to run the system that shipped on the machine.
