Yes; and yes.

The PSUs are identical.

The case rear is identical, too, with the 8600 having a removable cover 
to allow the A-V ports to be accessed, and with the 8600 having a "knock 
out" for the motherboard video; the 9600 has the A-V cover and the 
knock-out intact.

With the very few exceptions noted, they are identical cases in every 
respect.
