Yes, with extracting the drivers/software from the archive. Otherwise, 9.0 includes USB, built-in.
If there is no USB when the OS is installed the installer should not install USB drivers in OS 9, thus the need for USB card support 1.4.1 from Apple's site when a PCI USB card is added to an existing system that has no built in USB.
