Because in the deep dark ages IBM stuck a RAM test in their computer. And ALL who followed must adhere to the Gospel of the Big Blue.
Why, I don't know, because in 10 years of working as a systems administrator and in 10 years before that working with computers in my other jobs, I have NEVER seen a system *fail* RAM in this test.
I HAVE seen systems fail because of bad ram, they beep a lot right away, or the RAM countown ends at the wrong amount, but they have always happily said everything was ok, even if there was 256 megs missing...but that doesn't require a test, just saying 'I have this much ram installed'.
For a long time I've suspected that all the Ram POST test is is a way for computer manufacturers to tout 'Looky how fast my systems can count up to ___' :-/
They *look* like they're doing something important.
And in the passing of an era, IBM is looking to sell their PC business off. Wow.
