For basic network diagnostics, you can download the (free) Interarchy 6.3 for OS 9 at http://www.stairways.com/main/download. It's the latest (for Classic MacOS) version of a program that was originally called Anarchie. (There's a newer, paid version for OS X.)
I'm not sure it will do everthing you want, but it will certainly do ping, trace route, DNS lookup and a lot more! It's also a pretty flexible http and ftp download program, BTW, though it's got some annoying but harmless bugs. Also, the "Mac Network" <macnetwork@mail.maclaunch.com> mailing list is still functioning, though barely!
