I have a 36GB SCA drive in my 9500. SCA drives are a real PITA to get
working. I ended up having to put it on the secondary SCSI stream in my 9500
because it would not reliably work on the primary one. However, they _do_
work.

The only suggestions I can make is that you ensure that the drive is
correctly terminated and that the jumpers are set correctly - like you
suggest. There is one that sets a delay for spin up. Might need to set that
one. Zap your PRAM too, and also could try the CUDA button. It took me two
days to get mine to work, but once it started to work, life was much simpler
;-) I have no idea exactly what it was that I did, but it was a painfully
drawn out experience.

Beware though. I had an 8GB SCA drive prior tot he 36GB one (I think it was
a Quantum Viking or something - the 36GB one is Seagate IIRC) and it _NEVER_
worked. No matter how hard I tried. At best it would initialise and then
loose all data after a reboot.
