What kind of printer? Did you install drivers for it?
I am using OS 9.1 on a fairly standard Power Mac with no other PCI cards. I have installed USB support 1.4.1. I am ready to try anything and give any information.
Do you have (or can you borrow) a USB keyboard or mouse? Those would need no drivers so they are a better test of the card.
