I used to use jpegview until I paid for Graphic Converter.

While it is technically not free, it is as close as can be. The author
just wants a postcard of your hometown.
It will work in 9 and back to 7 and is a FAT Binary, meaning it will
work on both PPC machines and 680x0 machines.
