Can someone tell me please why this site cannot be pinged?

I have tried for days now, in DOS and it returns request
timed out on all four attempts, as well as this site,
http://webservices.cnet.com/ping/default.asp
which gives a request timed out for 15+ attempts. The site
HAS been up. So I cannot understand why it is up, yet
can't be pinged.
