Opened with notepad means nothing to me--above is just a string of
characters in it.
It has it's own icon-sort of looks like a bug with a question mark.
It says it is 960 bytes, 32,768 bytes used, located on C:\ drive
Nothing in Quarantine, that looks like it has to do with this.
