Since I have not seen a response to your question, I'll take a stab at it.

I'm not sure what your friend means by "AOL 6.0 will not allow me to use
Outlook Express with a POP3". Once the user establishes an Internet
connection via AOL, s/he should be able to open Outlook Express and obtain
mail for any POP3
account(s) set up therein. In other words, it seems to me that the user
should be able to set up an account in Outlook Express and obtain mail for
that account after establishing an Internet connection via AOL.

To set up a POP3 account, click on Tools | Accounts. Then click on the Mail
tab and click on Add and then on Mail. The user will need to know the
incoming and outgoing server names for the POP3 account.

I'm not sure if this answers the question but I hope it does!
