No, I downloaded the Critical Updates engine from MS when I downloaded some
patches. It definitely now appears in my system tray, and resets itself
after being removed. It does, in fact, run in the background and notifies
me of updates. I would think it is meant to do that. If I want to
permanently disable/remove the update feature I would use msconfig.
I use Win98SE, IE 5.50.
