Actually, NetBIOS installed and C:\Windows folder with full access set to 
"Everyone".

When MS TCP/IP is installed under Win 98, WINS client software is installed
automatically. WINS consists of two components: the WINS server and the
client software (NetBIOS over TCP/IP).

Open up an MS-DOS prompt and type "net diag /?"  to gegt more information.
Then type "net diag /stat" to see for yourself how your network is set up.
