Welcome.  Sorry but this thread has been snipped and after a
couple of hundred emails today I don't recall the original
post, what she was trying to do, or what EBD is.  ([something]
boot disk?  External boot drive?)  All I recall is I think it
was an HP PC.  The boot disk I sent is the ORIG floppy that
came with a FULL installation of win98 OEM (not SE or ME).
This will not matter if you just need to load CDROM drivers.
You'll see what to choose for that in the menu that will be
displayed.  Of course you need the CD to install windows or to
reinstall windows.  This boot floppy is not any kind of
'restore' floppy that some name brand PC's come with.  In
addition to installing CDROM drivers (and of course loading
windows), it will enable you to go to an A: prompt or C: prompt
(if a HD is installed) and run some diagnostics from the floppy
drive, or run scandisk or scanreg at the C: prompt.  If you
need to boot from the floppy and it's not doing it or you don't
know how, you set that in the BIOS.  (again, I'm just grasping
at straws here since I don't know the orig problem! :)
