This is your power setting.  You need to turn it off. You can do this
one of two ways. The first is to go to MSCONFIG and uncheck
LoadPowerProfile in the Startup tab.  This should shut off all of your
power settings.  You shouldn't need these anyway with a desktop, and
particularly should not be using the shut disk drive off as this can
lead to corruptions of certain types of databases.  The second way is to
go to Control panel, Power management and change the monitor setting.
You can change the others there as well.
