Boy do I know about this one!!! I had this one a couple of months ago. 
Thought I'd go nuts rebooting. It was caused by both a bad install of a 
Windows Update and a corrupted registry.

Restoring a previous backup of the registry gave temporary relief. However, 
other problems remained.

I finally had to resort to a backup image copy and then new updates.
