I have had this problem twice before, and both times
reformatting was all that fixed it.  It 'can' be caused by
some antivir*s programs, so temp disable them and try it.
This helped with me before but only a little bit.  I think it
was an active x problem in one of my cases.  I guess before
you reformat you should try to reinstall windows, then
uninstall and reinstall your browser (but that didn't help
me).
