I will try:

Right click  or left click on windows start button and get menu
Left click on Explore or Windows Explorer
You can now see the folders on your computer
Up at the top of that screen see menu bar.....you will see  File, Edit,
View, Favorites etc..........
Left click on the word view and get a menu
On the bottom of that menu left click on folder options
A dialogue box will open
left click on File Types
Scroll down and see if jpgs are in the list.........
You must associate jpgs with a program on your computer that will open them
I have Paint Shop Pro open mine..............What graphic programs are on
your computer?

If this does not help you go to windows help and type in file extensions and
go from there.........
To change which program starts when you open a file

In My Computer or Windows Explorer, on the View menu, click Folder Options.
Click the File Types tab.
In the list of file types, click the one you want to change.
Click Edit.
In Actions, click Open.
Click Edit.
In Application used to perform action, enter the program you want to use to
open files that have this extension, and then click OK.
Note
The settings for selected file types are shown in File type details.
