This is 'normal'.  I had a similar problem.....I had SEVEN
devices on the same IRQ.  There were no conflicts, but I
still did not like that, that is just too many IMO.  I had to
replace my PCI sound card with an ISA, and this fixed some of
it, I also disabled one of my USB ports AND one of my serial
ports in the BIOS, this freed up some IRQ's and rearranged
them.  Now I have only 3 devices max sharing an IRQ.

I doubt this would make slow boot times in your case, but I
guess it is 'possible'.  You can manually assign IRQ's in the
BIOS in some instances, and try what I did.  Putting a NIC in
a PC will slow boot times in many cases, so it's *possible*
that the modem sharing that IRQ could contribute.  Since you
use DSL, is that modem really necessary?  I use an external
dialup modem if my DSL service goes down, if you must use a
dialup modem as well, an external would use a different IRQ
than the internal unit would as would going from a PCI modem
to an ISA, or vice-versa.

I have found that frequent defrag'ing can help boot times, as
well as disabling any DOS sound card drivers, and DOS sound
card features in the autoexec.bat.  Note that just by
rearranging the slot positions of devices can help with IRQ
assignments, but in most cases the drivers have to be
reinstalled.  It is always best to reformat if you do this.
I have a HD that I do 'tests' on for things like this.
