FWIW for a non-networked computer (Win98 SE, IE5.5 SP2), I've never had 
Panicware's Pop-Up Stopper v2.6 interfere with printer operation.  

Excerpting from the on-line help, "If you are using Pop-Up Stopper and need 
to follow a new link, such as opening a new browser window or following a 
link in your email, simply hold down the Control CTRL or SHIFT key when 
clicking the link."
Perhaps this would work for printers too.
