Well, I only experience the WHQL from the end user side, but basically this 
is what they do according info on their site:

-Submit hardware, systems, and accompanying drivers for the "Designed for 
Microsoft Windows" logo.

designations, and the "Designed for Microsoft Windows" logo.

-Submit XML Web applications and XML Web services for the .NET Connected 
Logo program.

-Obtain test signatures for your drivers.

-Update and retest hardware, systems, and drivers.

-Add your product to the Microsoft Windows Catalog.

-Add your products to the .NET Connected Directory.

-Distribute your drivers and updates through Microsoft Windows Update.

-Grant other companies the right to resell your logo'd products.

Therefore, that pretty much tells me if you have a hardware/software 
product for Win 98SE (for instance) you no longer can submit it for 
qualification compability, or the Windows Logo which says it has been 
checked out for use on the system. It looks as if Microsoft is gonna put a 
bit of force in pushing the XP or WIN2000 systems by saying they are not 
gonna support Win98SE or NT servers or workstations beyond what is out 
there now.
