PCWorks: External analog modem won't dial out with router

i have a new USR external modem attached to a new USR broadband router, 
it's for fail over in case the as yet uninstalled dsl fails. The modem 
dials in fine when connected directly to the computer, but it cannot 
complete the dial up when plugged into the router. The router is 
functioning perfectly with all clients being able to reach it and the print 
server therein.

USR has suggested adding the AT&F1 command to the dialup configuration but 
this doesn't help.

Is there anything I may be missing?
