I could be wrong, but that looks like a McAfee issue, if you have it installed.

A friend of mine is experiencing problems while attempting to shut down
his computer. He receives the following:
"VSACCESS has caused an error in KERNEL32.DLL.
VSACCESS will now close"
If you click on the "OK" button, it does nothing but stay in a tight
infinite loop with the same error message and the only way to shut it
down is to hold the power on/off button down or cut the power to the
computer. Of course, the next boot will take the course of action to
scan the disk, etc. etc. The computer is a late-model Dell.
Anyone have any ideas?
