I have an HP optical mouse plugged into the USB port on my HP laptop and it operates in the same manner. That is, while you are using it the lights will show then turn off. Lights off and on is normal for the optical mouse. The waiting may or may not be a problem. If you rapidly move the optical mouse or click quickly enough you can fill the buffer which causes you the user to "get ahead" of the PC -- this sometimes happens to me.


You can test whether or not the "jiggle" (loose or bad connection at the USB port) by checking the System Properties (Start/Settings/Control Panel/System/Device Manager tab) the next time the problem occurs. Look for a yellow exclamation point or red "X".

Another couple of things to do:
Check your CMOS setup to see if there is an option or setting for a USB-PS/2 mouse. If so, make sure the USB mose setting is enabled. Windows may not be looking for a USB mouse if it thinks you have a PS/2 mouse.


Remove the mouse from System Properties (Start/Settings/Control Panel/System/Device Manager tab), shutdown and reboot your PC and let Windows Plug and Play (PnP) find it again.
