Windows98 ... problem has happened again and I don't remember what the solution was. I think last time I did a Windows update but that hasn't helped now. Here's the problem:
The "Shortcut keys" in Start>"pick any shortcut">Properties ... are effective only until I reboot the computer. After that, they are STILL there (listed in the Properties window) but not effective ... not until I remove it and replace it when they then remain effective until the next rebooting.
