I have recorded voice from a tape to a cd by first creating a wav file on the
hard drive.  I use a connection cable between the speaker out (small hand held
recorder) and the line in on the sound card. (if you have three connections for
speakers, microphone and line in, then you can use this technique).  Once a wav
file is made (it will be rather large) then you can burn it to a cd creating an
audio cd with your burning software.

If you are using a larger tape unit with a line out, then this would be the
preferred method to connect line out of the player to line in of the sound card.
