I just realized that you may not have run displayed in you start menu. If you don't, right click on the start button and choose properties. Click on Customize beside the Classic start menu. You will see some check boxes. One of them will be "display run" Check it if it's not. Click ok.
If you want an easier way to get to the services menu and some other stuff, also check "display administrative tools." After you click ok, you will have a new folder on your start menu called Administrative Tools. In there is all sorts of stuff. One selection is services.
