It depends on whether or not that "someone" was a user or the administrator.
If it was a user, then the administrator can override that password, create
a new password, and not allow that user to change it again. I installed
Windows 2000 on my daughters computer but only allow her to be a power user,
not an administrator for good reason. The person must have administrator
privileges to override the password of another user.
