Hi Clint. Yes, both programs are free.. I just clicked on the link..(see below) and it works.. it takes you to a page. then to Javacools Spyware Blaster and Spyware Guard..
I'm not sure about.. the running all the time.. cause it says. you have to go to it for updates.. so I think it's more like ad-aware and spybot.. Also, when you click, to dis-allow.. all the spyware. that "can" come onto your computer..(in Spyware blaster..
