Actually the file you mention here, DCOMbobluator shuts down DCOM (Distributed Component Object Model) not RPC (Remote Procedure Call),

DCOMbobluator was designed to effectively test whether the MS DCOM patch is functioning correctly, mostly it doesn't so this is another handy tool from Steve Gibson.

grc.com has a file ( DCOMbob.exe ) that can disable the
RPC in Windows .
On the other hand , the www.BlackViper.com says that we can not
Disable the RPC ,because it is Critical for windows OS, and after
disabling RPC , our OS will not BOOT .

Can you please tell me what thay mean?
