I am trying to assist a friend who describes his problem as follows:

This is addressed to some of you guys that have a better understanding
of Windows OS, then I do.
As an example...if I go to Techassist Member's site and click on
an item to download, I have no problem. Yet when I go to my Toshiba ASC
site and try to download something, it will turn the Hypertext from blue
to pink, looks like it's going to do it, but comes back to the screen I
just clicked on. Also on some Websites, where it states..Click Here,
when I do, nothing happens. I had this problem a while back, and had to
reinstall Windows ME, in order to restore it. I'm sure it has something
to do with my browser settings, but can't figure out where. Seems to me
that if I am on any Webpage, the ones that are underlined and in blue,
(I call Hypertext), some will work and other ones won't.
Any ideas??
