No Jeff, they aren't. If you run a check on random IPs with the same first segment, you will get some in South Korea, Japan, etc. But they might be based mainly in the Asia-Pacific Rim. All the 220.112.xxx.xxx ones are from China though, from what I can see, and all from the same Greatwall Broadband.
