After some more specialized searching, I found this which
explains it a bit, but I'd still appreciate some input on it
from those that may be familiar with this.  As in, should it be
avoided or is it ok to buy?

Microsoft software being is being sold under two different
license sub-labels - OEM and DSP. I know what OEM means with
regard to software and hardware, but what does DSP indicate
about software?

Answer

DSP stands for Delivery Service Partner, and basically it is a
form of OEM (Original Equipment Manufacturer) software, only
DSPs (the vendors that sign up for this kind of licensing) are
charged a little bit more for it by Microsoft. Apparently, the
DSP companies have access to certain Microsoft Developer
resources and tools so that the DSPs themselves can solve an
end-user's problem. Other than this, the OEM and DSP have the
same packages. The difference now is that Microsoft has shaken
up its licensing scheme, making the situation more confusing
than just being a DSP or OEM license. [The UK MS site might use
the UK English spelling - "licence".] For more information on
Microsoft Licensing, go to Microsoft's site, and conduct a
search for "license". You will see a link for Microsoft
Licensing Fundamentals, and this is a good place to start."
