Hugh and others, As far as I know psp 7 is Paint Shop Pro, version 7. The plugins folder is used to contain files and programs that are used by the program to enhance its capabilities.
The questions I would have are: 1) Do you have Paint Shop Pro installed on your computer? 2) If you do, is it getting loaded when you start windows? If you do, then that would explain why you could not get access to the plugins folder - the program is accessing 1 or more files in it actively, and it is now protected by being unaccessable. The other issue, if you do not have PSP on your system or not getting loaded, is that windows itself has it to access something in the folder when it starts and is not letting you get access for some reason known only to windows. You can probably get access to it either by using Dos or starting windows in safe mode, if you just want to see what is in the plugin folder. IF you get rid of the folder, and PSP is getting loaded on your system, it would probably would not be able to work corrected. If you do not have PSP on your system, then you could probably safely get rid of the folder. HOWEVER, be preparded for windows wanting to load something from the folder and wanting to know what to load, since it no longer can find the original program.
