I don't think Admin Tools is only on XP Pro....is it?  Maybe 
you can add it with TweakUI for XP, TweakXP.  I just did a 
quick check and I didn't see it, but I'm pretty sure I've seen 
something like "Show Administrative tools" in TweakUI.  If 
you're not going to need to go back and forth to Services, then 
you're not going to need it.  If you do need to do this, you 
can always just create a shortcut to the main file.  My 
shortcut shows this line:
%SystemRoot%\system32\services.msc /s
So just find it in the System32 folder and make a shortcut from 
it there.

QL is the Quick Launch toolbar.

Larry if you don't want to do that, just make a shortcut to it
and place the shortcut on your QL toolbar. You can find it
under "Administrative tools" in the Programs menu. Then drag a
shortcut from that.
