a common problem with postgreSQL is that you don't have the rights to 
remotely connect to a psql-server, even if if there is a user and the 
user has the right to access the table; but this user might not be 
allowed to connect remotely to the server...

to check whether this is indeed the problem, try connecting to the 
server with something else that is supposed to work (e.g "psql" command 
line tool; or some webinterface like phpmyadmin)
