this is by design.
after a configure, only things that need to be rebuild should be rebuild.
Do you mean that whenever $(GEM_EXTRA_CXXFLAGS) $(GEM_ARCH_CXXFLAGS)
$(GEM_CXXFLAGS) get changed, things don't need to be rebuilt ?
