I was able to use the big sur SDK on 10.15, which can compile for M1. Ah, ok... the "pd~" object for Max... not its equivalent for pd. Now I understand why you need cmake which, in any case, is easily installable via homebrew. As for the Max SDK, I imagine it probably requires a more recent OS than 10.14 or 10.15, so you are best off with a Mac mini M1 or M2 at this point.
