The only work I have done on CD for distribution is a "corresponding brief" for the 
U.S. Court of Appeals for the Federal Circuit in a couple of patent cases. I use 
AcroPDF as the autorun facilitator wihch runs Acrobat right from the CD so you don't 
have to worry about what is on the user's machine.  It works very nice, as the Court 
can click on links and see exhibits, case authority etc. and immediately return to 
where they left off when reading the brief (wihch is on the CD).  PDF appears to be 
the format of choice for most Courts in the U.S. (which use electronic documents).
