Tom, Check your distiller job option. It sounds like you may have the "screen optimized" job option chosen, try print or press optimized. Also, if the original images are 300 ppi, but they have been enlarged a lot in Quark, say over 150% or more, this may result in poor image quality(depending on what they are used for). As the images are enlarged, the resolution goes down.
