Security is a hard issue. We discussed it here a few months ago - please search for in the archives. The cheapest tool that I know costs almost the same amount of Adobe Acrobat. If you'll do only one work maybe you will encounter some service on demand in the internet. But if you will have works frequently, it's cheapest to buy some tool. And the best I know is Adobe Acrobat.
