Although I have the idea cemented in my head, I don't have any ideas with
the exception of (1) breaking the PDF(s) apart and just linking to the
document (page) with the information on it or (2) putting an index at the
top of each PDF with links to relevant sections and warn the user that they
once they get the PDF, they will have to click on xxx-link to take them to
the relevant section.
