Not enough info about how you are creating the PDF, but here's a fix.
I've used this method using Word 2000 and it produces a blacklined PDF.
1. Do not use PDFMaker, distill the file as a .prn file by printing to a file selecting the Adobe PDF as the print driver.
2. Make sure that you are downloading the fonts to the .prn file by creating a Custom PDF setting for blacklining and adding any fonts that you want to include onto the always download font list.
3. Make sure that when you print the file from Word to uncheck the "Do not send fonts to Adobe PDF" or the fonts will not download.
4. Distill the file using the Custom PDF setting.

I use Word 2002. I create documents and black-line changes using the tracking feature. When I convert to PDF, all the changes are �accepted� and do not show as black-lines. I didn�t have this problem with Adobe 5.0 but have it now with 6.0.
