That's right.  You can try using the Paper Capture tool that is built into Acrobat 6 (Under the Document menu).  In order to make the text editable with the TouchUp Text Tool, I think you will have to set the PDF Output Style to "Formatted Text & Graphics" instead of "Searchable Image."
