In my experience, large volume printers do not like change. As a customer,
one might complain that they are behind the times, but one can't blame the
printer completely. When producing thousands of pages per week, a work flow
must be strictly followed.
However, if the printer accepts PDFs, that does not excuse a printer
from not being able to work with PDFs exported directly from ACS programs.
What is the problem they are having with PDF/X-1a files?
