[pdf-devel] Some thoughts on the time module...

As I'm working through the filesystem disk implementation, I've come across a 
need to nicely read in Win32 and UNIX time formats and generate a pdf_time_t 
format.

Unfortunately that functionality doesn't exist in the time module.
Can we consider adding this? I suspect it may come in use at a later time 
besides now. Such as any implementation where we need to get properties from a file.
