Using the word "consumers" here shows a radically different point of view, a way of thinking that I personally strongly disagree with. In the free software movement, we call these entities "users", and they all should have equal rights. Deciding to license a particular software under the GPL doesn't force you to do anything, as it is entirely *your* choice whether to use the software or not. So "incentive" is a perfectly valid word in this situation, although I'm not a native speaker (and I'm not going to argue about linguistic issues).
