Take a look at Jaws PDF Editor. It has Notes, Highlight, Underline, and Strikeout tools and is affordable. A trial version can be downloaded from:
http://www.jawspdf.com/pdf_editor/index.html
Click on Download in the lefthand menu to download the trial version.
Version 2 with additional functionality will be released in the very near future. It will be a free upgrade to al Version 1 users.
