With a PDF open, on the left side of the screen is a tab called "Pages." If you
click this tab, you can see a thumbnail of every page in the document.
(I used the wrong term, icon, I should have said thumbnail).

You can drag and drop another PDF to this page view, place it where you want it
in the document, and at any time change the order of the pages by clicking and
dragging one of the thumbnails.

Is this a better explanation?

This is one of those neat little features that works much the same way as the
page layout window in InDesign. You can add pages by drag and drop, or move
pages by choosing an icon and moving it around.
